As temperatures across England pushed past 30°C this summer, tradespeople and retailers reported waiting lists for split-system units stretching into weeks, with some installers quoting six-week delays. For an industry accustomed to selling boilers, not chillers, this represents a meaningful shift in consumer behaviour that property investors and landlords ignore at their peril.
The scale of the gap is striking. Fewer than 5% of UK homes have any form of mechanical cooling, compared with over 90% of households in the United States and around 60% in Japan — markets with broadly comparable summer temperatures in their hottest regions. Britain's housing stock, much of it built before 1980 and optimised for retaining heat rather than expelling it, is structurally unprepared for a climate in which the Met Office now records five of the ten hottest years on record within the past decade. That mismatch between building fabric and weather reality is becoming a genuine investment consideration, not merely a comfort issue.
For buy-to-let landlords, the implications are immediate and regulatory. The Housing Health and Safety Rating System already allows local authorities to assess excess heat as a category one hazard, and momentum is building — following the introduction of Awaab's Law targeting damp and mould — for overheating to receive similar statutory attention in the private rented sector. Landlords in London, Surrey and the wider South East, where urban heat island effects intensify daytime temperatures by several degrees compared with surrounding countryside, face the sharpest exposure. A poorly ventilated top-floor flat in Zone 2 London or a new-build apartment in Woking with floor-to-ceiling glazing can become genuinely unsafe for elderly or vulnerable tenants during extended heat events, opening landlords to complaints, rent repayment claims, and reputational risk.
Regional variation matters enormously here. Manchester, Leeds and Newcastle have historically been shielded by cooler average summer temperatures and greater cloud cover, but even these markets recorded uncomfortable indoor conditions this July, particularly in modern flatted developments with limited cross-ventilation. Birmingham's dense city-centre stock, much of it converted office space under permitted development rights, is especially vulnerable — these conversions were frequently exempted from the space and ventilation standards applied to purpose-built residential schemes, producing exactly the kind of overheating risk now driving fan and AC sales. Forward-thinking developers in Manchester and Leeds are increasingly specifying reversible air-source heat pumps that provide both winter heating and summer cooling — a technology that satisfies net-zero ambitions while directly addressing the comfort gap, and one likely to command a premium from buyers as climate awareness grows among owner-occupiers.
Over the next six to twelve months, expect three concrete shifts. First, EPC reform discussions will increasingly incorporate overheating risk alongside energy efficiency, meaning landlords planning retrofit works ahead of any reinstated 2028 EPC C deadline should consider ventilation and solar shading alongside insulation and heating upgrades. Second, insurers will begin factoring heat resilience into buildings cover pricing, particularly for HMOs and student accommodation where duty-of-care exposure is highest. Third, commercial investors in the PropTech and construction supply chain — manufacturers of reversible heat pumps, external shading systems, and retrofit ventilation products — stand to benefit from a genuine structural demand shift rather than a one-summer spike, given the Met Office's projection that UK summers exceeding 35°C will become roughly eight times more likely by the 2050s under current emissions trajectories.
The heatwave-driven rush for portable air conditioning units is ultimately a symptom of underinvestment in thermal resilience across the UK's ageing housing stock. Landlords and developers who treat this as a one-off weather event rather than a permanent shift in tenant and buyer expectations will find themselves exposed — financially, legally and reputationally — as regulation catches up with climate reality over the coming decade.
